🌟 Overlook HOA – December Community Update & CCR Amendment Voting

Here’s an end-of-year update on several important projects happening in Overlook, along with information on two proposed CCR amendments now ready for homeowner review. A copy of the CCR amendment ballot is attached for your convenience.

πŸ“˜ Proposed CCR Amendments

The Board is sharing two proposed amendments developed to support the long-term stability and best interests of our community. All homeowners will receive official ballots soon.

1️⃣ Leasing Restrictions Update

This amendment replaces the old six-month lease rule with clearer, more comprehensive leasing standards. Key changes include:

  • Minimum 12-month lease term
  • Limit of 15 rental homes in the neighborhood
  • Required use of the NC Realtor standard lease form
  • 24-month waiting period before new owners may lease (inheritance exempt)
  • No short-term rentals, subletting without approval, or partial-lot leases
  • Strengthened enforcement tools to protect neighborhood stability

2️⃣ Lake Access Areas Update

This amendment updates how the lake access walking paths may be used:

  • All Overlook homeowners may use the walking paths
  • Only boat-slip owners may access the docks, slips, and pier areas
    This allows broader enjoyment of the lakefront while preserving boating privileges tied to slip ownership.

πŸ—³ How to Vote

Official ballots will be mailed out at the end of the month, and online voting will go live around the same time. An email will be sent to all designated email addresses once the online voting system is active.

We will also have paper ballots available at the Christmas party at the clubhouse tomorrow evening, and we encourage everyone to vote while you’re there.

🌿 Replanting Under Duke Power Lines

Duke Energy has confirmed the HOA may replant vegetation where trees were removed under the power lines along Overlook Mountain Drive and Renee Savannah Drive.

We’re awaiting final guidance from Duke’s vegetation manager on what types of plants are permitted in those areas. Once receivedβ€”and once warmer weather arrivesβ€”replanting will begin.

🏊 Pool Renovation Update

  • Engineering plans were submitted last month.
  • The county has received our second submission after initial review comments.
  • We expect a final review within two weeks and anticipate being fully permitted by early January.

Swim Team & Summer Pool Access:
The Overlook swim team has arranged to use the Coulwood pool for the 2025 swim season.

Additionally, Jon Horne is working with Coulwood to determine whether Overlook residents may also have access to the pool during renovation. We will share updates once we receive confirmation.

Clubhouse Access:
The clubhouse will remain open throughout construction. Some bathrooms may be temporarily blocked off as needed.

Financing:
We’ve secured a competitive rate of 7.25%, and with the recent federal rate drop, we will re-engage the bank to seek possible further reductions.

Construction Oversight:
An independent third-party engineer will conduct regular inspections to verify all work complies with approved plans before any payments are released.

Timeline:
We expect the new pool to be completed by September, with hopes for an earlier finish.

πŸ•³οΈ Sinkhole at Front Entrance

The Board has been in contact with the City regarding the sinkhole at the front exit of the neighborhood.

  • A city engineer has now been assigned to the project.
  • They are currently in the design phase of the repair.
  • Because the sinkhole is very deep and utilities will need to be relocated, the City has stated that there is no repair timeline yet.

We will continue to follow up and share updates as the project progresses.

1️⃣ No parking on the street – Please keep streets clear for emergency vehicles, school buses, and safe traffic flow.
2️⃣ Speeding remains a concern – CMPD has been notified and asked to conduct enforcement, including traffic stops, within the neighborhood.
