Jon Horne
President
I have been a member of this community for most of my life and hold it close to my heart. As a Charlotte native, I know this area well and have seen it grow and progress over the years. I spent my summers as a child fishing and water skiing on Mountain Island Lake. In 2009, my family moved to what we consider our “forever home” in Overlook. We’ve raised 3 boys and 1 girl to be a part of this neighborhood and appreciate the uniqueness it brings- a tight-knit community set right on a beautiful Charlotte waterscape. I want to work with my fellow community members to keep our beautiful neighborhood a part of the present and build its future.
Andy Spivey
Vice President
I am a 42-year-old single dad of 2 girls, Mary and Jewell, and have been a resident of Overlook for almost 5 years now. I was born and raised in Charlotte and have spent my entire life in the region. I started my career as an EMT and volunteer firefighter, which led me to start my own business in 2001 designing and manufacturing trauma kits and gear bags for first responders – a business which I continue to run to this day. My 23+ years as a local business owner has given me the valuable experience of balancing fiscal responsibility with growing a company and providing value to our customers. This is the same vision that I see for Overlook: Growing and maintaining this great neighborhood (and its amenities) in a way that we can all be proud of, while making the best use of our budget. I’m very passionate about keeping Overlook the most desired neighborhood in our region.
Leslie Shipley
Secretary
My husband and I had been in the South Charlotte area for over 20 years until our children graduated from high school. After a comprehensive search, we found the Overlook neighborhood 6 years ago and fell in love. I am an avid tennis and pickleball player and have served on the Tennis/Pickleball Committee for the last 2 years. I have also recently joined the social committee. My daughter and son-in-law with my grandchildren have followed us to this neighborhood, enjoying the parks, pool and community events. The people in Overlook are so welcoming and we have made fast friends in the short time we have been here. I hope to have the opportunity to serve on the board continuing to make this a great place to live.
Jodi Patterson
Member At Large
I’m Jodi Patterson and I’ve lived in Overlook since October, 2000. I’m an avid tennis player and also enjoy pickleball, running/walking, boating and basically all things outdoors. Likely I’ve met many of you throughout the neighborhood participating in one of these activities. I’ve been involved with our neighborhood HOA throughout the past 20 years mainly in the capacity of the tennis/sport court committee and I am filling the remainder of a board term through April 2025.
Kristen Hale
Treasurer
I was born and raised in the Charlotte area. I went to school in Raleigh at NC State before coming back home. I work in technology sales, enjoy volunteering locally, and love reading books, running, and just being outside. My husband (originally from Minnesota, ‘land of ten thousand lakes’) wanted to live close to a lake in Charlotte. We loved the quaintness of Mountain Island Lake and found this charming Overlook neighborhood. It is now going on 6 years since we have been here. What drew us to the community was the peaceful feel of the lake, the beautiful greenery throughout, the great amenities offered, and the friendly neighbors. Since being in the neighborhood, I’ve been active with the ACC Committee for almost 5 years and my husband is part of the dock community. We both want to maintain Overlook as the beautiful community we have enjoyed over the years and share the same enjoyment with our toddler as he grows older.

Our Community's Journey Through Time
Explore the key milestones that have shaped our community. Each event reflects our growth and resilience.
The Rozzelle family came to live in Mecklenburg in the mid-1700s when they purchased a farm along the banks of the Catawba River west of Charlotte. To supplement their income, they also ran a ferry carrying travelers across the Catawba River for over 120 years. The road from the ferry to Charlotte came to be called Rozzelle’s Ferry Road and many segments of that old road still bear that name today. The bridge crossing the river at Brookshire Boulevard (HWY 16) is named the Rozzelle Ferry Bridge.
The Rinehart and Dennis company was awarded a Duke Power contract to build a dam at Mountain Island for the purpose of using water power to generate electricity. To supplement housing for its workers, a large number of temporary frame houses were built by the contractor
Mountain Island Lake was created by damming the Catawba River, to coincide with the building of Mountain Island Hydroelectric Station. It is named after the mountain which appears as an island in the lake, and the surrounding area is identified by the lake’s name
Riverbend Steam Station opened. The four-unit station was named for a bend in the Catawba River on which it was located
Duke Energy approves the development of Overlook as a way to demonstrate that neighborhood development can successfully coexist with the valuable natural environment of Mountain Island Lake
